AI coordination does not stop at purchases and investments. A temporary group can also become a coordinated crowd able to overwhelm an institution’s ordinary capacity to respond.
Horde follows that possibility into public order, migration and security. The important change is the ability of strangers to act together without first building a permanent organisation.
It is another application of the mechanism behind AI Flashmobs: dispersed intentions can become an actor with a scale and timing that individual action would not achieve.
